It's the right time. Most readers buy this 6–18 months before HFE because the chapters on rent-vs-buy, BTO ballot strategy, and grant optimisation pay off most when you still have choices. If you've already balloted, chapters 5–8 (loan, downpayment, stamp duties, MOP) are the ones to start with.
