How ICT Leave & Make-Up Pay Works
Under the Enlistment Act, employers are legally required to grant NSmen time off to attend In-Camp Training (ICT). This leave is separate from annual leave and cannot be deducted from your regular leave entitlement.
MINDEF provides make-up pay to ensure NSmen are not financially disadvantaged during ICT. The make-up pay covers the difference between your NS allowance and your civilian salary, subject to a daily cap set by MINDEF.
The leave duration covers the full ICT period, including weekends if you are required to stay in camp. Your employer continues to pay your normal salary during ICT, and MINDEF reimburses the employer for the additional cost.

Frequently Asked Questions
Is my employer required to grant leave for ICT?expand_more
Yes. Under the Enlistment Act, employers must grant operationally ready NSmen time off to attend In-Camp Training (ICT). It is an offence for employers to penalise employees for fulfilling their NS obligations.
How is make-up pay calculated for ICT?expand_more
MINDEF provides make-up pay to cover the difference between your NS allowance and your civilian income during ICT, subject to a cap. Your employer pays your normal salary, and MINDEF reimburses the employer or tops up the NSman directly depending on the arrangement.
How long is a typical ICT cycle?expand_more
A typical In-Camp Training cycle lasts between 1 to 2 weeks, though the exact duration varies by unit and training requirements. High-key ICTs may be longer, while low-key cycles may be shorter.
Can my employer refuse to let me attend ICT?expand_more
No. Employers cannot refuse or penalise employees for attending ICT. If your employer prevents you from attending, you should report this to MINDEF. Employers who obstruct NS obligations may face legal consequences.
Does ICT leave come from my annual leave?expand_more
No. ICT leave is separate from your annual leave entitlement. Your employer must grant additional leave specifically for your NS obligations. Your annual leave balance should not be affected.
