How COE and Vehicle Registration Works

Singapore uses a Certificate of Entitlement (COE) system to manage the vehicle population. COEs are allocated through open bidding exercises held twice a month by the Land Transport Authority (LTA). The COE premium you pay gives you the right to own and use a vehicle for 10 years.

On top of the COE premium, you must also pay the Additional Registration Fee (ARF), which is calculated in five progressive tiers based on the vehicle's Open Market Value (OMV): 100% on the first $20,000, 140% on the next $20,000 ($20k-$40k), 190% on the next $20,000 ($40k-$60k), 250% on the next $20,000 ($60k-$80k), and 320% on any amount above $80,000. This schedule has applied from the 2nd COE bidding of February 2023.
