Parking in Singapore: What It Actually Costs
Parking is one of the less visible but significant costs of car ownership in Singapore. Unlike many countries, Singapore's carparks are tightly managed across three systems — HDB's Estate car parks, URA's public surface carparks, and private commercial carparks — each with different pricing structures, application processes, and rules.
This guide covers everything a Singapore driver needs to know about parking costs and options in 2026.
HDB Season Parking
Season parking is the most cost-effective option for residents who park regularly at the same HDB estate. It provides unlimited parking at a designated carpark for a fixed monthly fee.
Monthly season parking rates (as of 2026):
| Vehicle Type | Zone A/B (Less Central) | Zone C (More Central) |
|---|---|---|
| Car | ~$110/month | ~$165/month |
| Motorcycle | ~$28/month | ~$35/month |
| Season parking is tied to one specific carpark and one vehicle registration. |
Key facts:
- Payment can be made via CPF Ordinary Account for eligible private cars (subject to annual withdrawal limits).
- Season parking holders still cannot use another carpark's season lots — it is non-transferable.
- Waitlists exist at popular estates; some residents apply for multiple nearby carparks simultaneously.
- You can check real-time season parking availability on the HDB website before applying.
How to apply: Log in to the HDB e-Service portal with Singpass, navigate to Parking, and submit an application for your preferred carpark. You will be notified by SMS when a lot is available.
Electronic Parking System (EPS) — Pay as You Go
For drivers without season parking, or for visitors parking at HDB carparks, the Electronic Parking System charges per minute via your In-Vehicle Unit (IU).
Typical EPS rates at HDB carparks:
- Daytime rate (7am–10:30pm): approximately $0.02–$0.05 per minute, depending on the carpark zone
- Night parking flat rate (typically 10:30pm–7am): approximately $5 flat fee for the overnight period
Example daytime costs:
- 1 hour: $1.20–$3.00
- 3 hours: $3.60–$9.00
Compared to commercial carparks, HDB EPS rates are substantially lower, which is why HDB carparks near malls or MRT stations often fill up quickly during peak hours.
The IU accepts CashCard or Nets FlashPay stored value. Ensure your card has sufficient balance before entering — carparks do not allow you to exit without settling the fee.
URA Coupon Parking
Paper coupons still serve a subset of carparks in Singapore, primarily older surface lots and some on-street spaces managed by the Urban Redevelopment Authority (URA).
How it works:
- Coupons are sold in booklets at 7-Eleven, Cheers, post offices, and some petrol stations.
- Each coupon represents a fixed parking time, typically 30 minutes.
- You punch out the date and time of entry on each coupon and display them on your dashboard.
- Enforcement officers check coupons manually — insufficient coupons displayed results in a $70–$100 summons.
Cost: Coupon prices vary slightly by retailer but are approximately $0.50–$1.00 per 30-minute coupon.
Coupon parking is best for short, predictable stops. It is less convenient than EPS for longer or variable-duration parking.
Commercial and CBD Carparks
Private carparks — inside shopping malls, office buildings, and commercial developments — charge significantly higher rates than HDB carparks, especially in the Central Business District and Orchard area.
Typical commercial carpark rates (weekday daytime):
| Area | Typical Rate | Notes |
|---|---|---|
| Orchard Road | $3–$5/hour | Demand-based; some charge $6/hour at peak |
| Marina Bay / CBD | $2–$6/hour | Weekday peak rates; weekends often lower |
| Suburban malls | $1.50–$3/hour | Many offer 2–3 hours free with min. spend |
| Heartland shopping centres | $0.80–$2/hour | Often close to HDB EPS rates |
Free parking strategies:
- Many suburban malls (e.g., Causeway Point, Jurong Point, Northpoint) offer 2–3 hours free parking with a minimum purchase, validated by parking coupon from a customer service counter.
- HDB carparks are free between 10:30pm and 7am (you still pay the $5 night flat rate, but no hourly charges apply during that window at most carparks).
- Some workplace buildings offer free or subsidised parking to employees — worth checking with your employer.
Electronic Road Pricing (ERP) — An Additional Variable
If your parking destination requires driving through ERP gantries during charging hours, the cost per trip adds up:
- ERP charges range from $0.50 to $6 per gantry per pass, depending on time of day and congestion.
- Charges apply Monday to Saturday, typically during morning and evening peak periods (roughly 7:30–9:30am and 5–8pm, varies by location).
- The Land Transport Authority (LTA) publishes updated ERP rates quarterly.
For CBD-bound commuters using gantries on the Central Expressway (CTE) or Ayer Rajah Expressway (AYE), adding $3–$10/day in ERP costs on top of parking fees is realistic.
Full Parking Cost Comparison
| Parking Type | Monthly Cost Estimate | Best For |
|---|---|---|
| HDB season parking (car, Zone A/B) | ~$110/month | Daily resident parking, fixed location |
| HDB season parking (car, Zone C) | ~$165/month | Mature estates, more central areas |
| HDB EPS (pay per use, 2 hours/day) | $60–$180/month | Irregular parking at home estate |
| URA coupon parking (short stays) | Variable | 1–2 hour stops, on-street spaces |
| Suburban mall (2 trips/week, 2 hrs) | $24–$60/month | Weekend shopping (without free validation) |
| CBD commercial (daily, 8 hours) | $400–$960/month | Daily office parking — very expensive |
The most expensive parking scenario — daily office parking in the CBD — can cost nearly as much as HDB season parking for an entire year, in a single month.
Practical Tips for Reducing Parking Costs
- Apply for season parking early. Waitlists at popular HDB estates can be several months long. Apply at multiple nearby carparks.
- Use parking apps. Apps like Parking.sg (the official LTA app) allow you to pay for coupon parking via your phone, extending time remotely and avoiding overstay fines.
- Time your CBD trips. If driving into the CBD is unavoidable, arriving after 9:30am avoids peak ERP charges and rates at some commercial carparks.
- Validate your parking. If your mall offers free parking with a minimum spend, use the customer service counter to validate — this can save $3–$9 per visit.
- Check HDB carpark availability. The OneMap and HDB Parking Availability portals show real-time carpark occupancy, helping you find cheaper HDB lots near your destination.
Use the HDB Parking Fee Calculator above to estimate your monthly parking costs based on your usage pattern and location.
