The new HDB Flat Classification Framework (Oct 2024)

HDB BTO flats are now classified as Standard, Plus, or Prime, replacing the older Mature/Non-Mature distinction. Income ceilings are the same across all three ($14K family for 4R+), but other rules differ materially:

What is the HDB BTO income ceiling in 2026?expand_more

The general family income ceiling for BTO Standard, Plus, and Prime flats (4-room, 5-room, Executive) is $14,000/month. For 2-Room Flexi BTO, the ceiling is $7,000/month for both singles (SSC Scheme) and families. 3-Room BTO uses $14,000 in most projects but some smaller projects use $7,000. The 3Gen scheme (multi-generational) and extended-family ceiling is $21,000. The EC ceiling is $16,000. HDB Resale has NO income ceiling for purchase — only for grant eligibility.

Can singles buy an HDB flat?expand_more

Yes — but with conditions. Singapore Citizens aged 35+ can apply for: (a) 2-Room Flexi BTO under the Single Singapore Citizen (SSC) Scheme; (b) HDB Resale of any flat size under the Single Singapore Citizen Scheme; (c) Joint Singles Scheme (two SC singles 35+ together) for any flat size resale. Singles under 35 cannot buy a BTO/SBF/EC on their own, but can buy resale jointly with parents or under specific schemes.

What's the MOP for BTO Standard vs Plus vs Prime flats?expand_more

Under the new HDB Flat Classification Framework (October 2024): Standard flats have a 5-year MOP from key collection. Plus and Prime flats have a 10-year MOP, plus subsidy clawback on resale and stricter post-MOP rules (Prime flats prohibit whole-flat renting even after MOP). EC has a 5-year MOP and becomes fully privatised at 10 years.

Can PRs buy a BTO?expand_more

No — PRs alone cannot buy new HDB BTO, SBF, or 3Gen flats. To buy a new HDB, at least one applicant must be a Singapore Citizen. PRs may buy: (a) HDB Resale (after 3-year PR waiting period); (b) New EC (with at least one SC/PR spouse). PR + SC joint applications can buy any new HDB under the Family Scheme.

What if my spouse is a foreigner?expand_more

Under the Non-Citizen Spouse Scheme, an SC married to a non-citizen can apply for 2-Room Flexi BTO ONLY. Larger BTO sizes require both spouses to be SC/PR. For HDB Resale, an SC + non-citizen-spouse couple can buy any flat size. Note that ABSD still applies on the foreign spouse's share (the joint-purchase highest-profile rule).

How much grant am I eligible for?expand_more

First-timer families with income ≤$1,500/month can get up to $120,000 EHG + $80,000 CPF Housing Grant + $20-30K Proximity Housing Grant (resale) — so $120K-$220K total in extreme low-income cases. Higher income tiers get progressively less. EC first-timers earning ≤$12,000 get a flat $30K CPF Housing Grant. Can foreigners buy an HDB in Singapore?expand_more

No. Foreigners cannot buy HDB flats — BTO, SBF, or Resale. The only HDB-adjacent option for a foreigner is buying a new EC, AND only if married to a Singapore Citizen or PR. Otherwise, foreigners are restricted to private property (subject to 60% ABSD on first purchase).
